The Downtown San Leandro CBD is governed by the San Leandro Improvement Association (SLIA) Board of Directors. This all-volunteer board is working to make Downtown San Leandro safer, cleaner, and more vibrant. 

Board elections are held at the Annual Meeting in January of each year. Board terms are set at two years; there are no term limits. The Board of Directors consists of property owners, residents, community members, and business owners. Morgan joined the district in March of 2020, quickly pivoting the operations in response to the COVI-19 shut-down. Prior to her role in Downtown San Leandro, Morgan served as a San Leandro USD Trustee from 2008-to 2012 and Executive Director of the San Leandro Education Foundation from 2013-to 2022. Having lived in San Leandro for 20 years, she brings a depth of experience working with the City of San Leandro and organizing volunteers for the betterment of the community. 

Morgan holds a BA in Anthropology from UC Santa Cruz and has worked at various organizations in non-profit development.


Julia Marquis

Communication and Events Assistant
Julia is a Graphic Designer, Illustrator, and paper artist. Born and raised in Hayward, she graduated with her BFA in Graphic Design from CSU East Bay. She is one of the art teachers for the Hayward La Honda Music Camp, encouraging kids to explore art and to not be afraid of getting their hands dirty.
She has also been featured in both the CSU East Bay gallery and Books on B’s window displays. ​
